The funds collected in the aforementioned box are not subject to Zakat, due to the absence of a specific owner. They have ceased to be the property of their original owners and have not become the property of anyone else. This is the view held by the two Sheikhs, Ibn 'Uthaymeen and Ibn Baz, for one of the conditions for Zakat to be obligatory is complete ownership.
