Is the daughter obligated to fulfill her mother's vow to slaughter a sheep or similar, after the death of the mother who vowed to slaughter it if her uncle survived an accident, and can the value of the vow be given as money to the poor in Iraq?

If a person vows an act of obedience, it is obligatory to fulfill it. If the one who made the vow dies before fulfilling it, it becomes a debt upon him, to be discharged from his inheritance. If he does not possess wealth, it is recommended for his children to fulfill it on his behalf. It is not permissible to pay money instead of slaughtering a sheep for the vow. However, it is permissible to appoint an agent for the slaughter and distribution.
