Is it true that if semen is discharged and then one urinates, one is not required to perform ghusl, but rather wudu is sufficient?

If a person performs ghusl (definition) (ritual bath) and then urinates, they are not required to repeat the ghusl; rather, wudu' (ablution) suffices, because urine is among the nullifiers of wudu' and not among the necessitates of ghusl. However, if manī (seminal fluid), which necessitates ghusl, is discharged, and then one urinates, their ritual impurity is not removed except by performing ghusl. If they are unable, they should perform tayammum (definition) (dry ablution). Scholars have unanimously agreed on the obligation of ghusl upon the discharge of manī, and wudu' does not take the place of ghusl in removing major ritual impurity. As for the discharge of manī without desire, it does not necessitate ghusl according to the majority of scholars.
