Borrowing with interest is forbidden, and it is not permissible except in cases of extreme necessity that reach the level of allowing the eating of carrion, which is the fear of perishing. Accordingly, it is not permissible to borrow with interest to build a dwelling as long as the person owns a room that shelters him or can rent a decent dwelling, because in doing so, he has not reached the level of necessity. And whoever fears Allah – He will make for him a way out and provide for him from where he does not expect. One can resort to buying and building through Islamic Murabaha if there are Islamic banks that adhere to Sharia controls.
