What is the ruling on one who dies by suicide at the age of 13, and is he considered not accountable?

Accountability begins at puberty, and it is probable that one who has reached thirteen years of age has attained puberty. If worshipers doubt whether the deceased reached the age of accountability, it is better for them to combine supplication for his parents with supplication for him, such as saying: "O Allah, make him a forerunner for his parents," while dedicating a supplication for his forgiveness after the third [takbeer] as a precautionary measure. It is permissible, and in fact obligatory, to pray over a Muslim who committed suicide. However, those who have acceptance and influence among people, from among the righteous, should refrain from praying over him in order to deter others from committing suicide.
