Why did Allah make the expiation for a fasting person who broke their fast sixty days?

"Expiation (Kaffarah (definition)) in Ramadan (definition) is obligatory only for sexual intercourse, according to the majority of scholars. Expiation through feeding is not valid except for someone unable to fast for sixty days. Allah Almighty’s legislation is always based on profound wisdom and overwhelming benefit, whether we comprehend it or not, and our duty is to submit to His command. Among the wisdoms behind prescribing expiation are deterring those whose faith is weak, rebuking those who violate the sanctity of fasting, and absolving the sin committed by the fasting person."
