Is a expiatory payment (fidyah) required for one who performed 'Umrah in Ramadan, then performed 'Umrah in Shawwal, while residing in Jeddah, if he performs Hajj in the same year?

If a person performs 'Umrah during the months of Hajj from Jeddah, and then performs Hajj in the same year, he is considered a Mutamatti' (one performing Tamattu' Hajj) and must offer a sacrifice (Hady). This is because Jeddah is not far enough from Makkah to be considered a distance for shortening prayers (qasr); therefore, staying there is like staying in Makkah. This is in accordance with the verse: {Then whoever performs 'Umrah [in preparation] for Hajj [thereafter] – then [for him is] what can be obtained of sacrifice}. However, one who travels a distance allowing for the shortening of prayers or more between 'Umrah and Hajj does not have to offer a compensatory sacrifice (dam).
