Can one combine and shorten the Dhuhr and Asr prayers at the time of Dhuhr, knowing that the time of return home coincides with the Asr prayer time and the distance is 84 km?

The adopted Fatwa is that the recognized travel distance is four burd, equivalent to eighty-three kilometers. This distance begins from the end of the city's built-up area. If the aforementioned distance, starting from outside the city limits, constitutes a travel distance, then it is permissible to avail oneself of travel concessions, such as shortening the four-rak'ah prayers and combining Dhuhr and Asr prayers by performing them earlier. Some scholars are of the view that what is considered is custom, so whatever people consider travel is travel, even if it is less than that distance.
