Is it permissible to pray Fajr after sunrise, whether in the case of shortening the prayer or otherwise?

It is not permissible to intentionally delay Fajr prayer until Duha (forenoon), whether one is a traveler or not. The obligation is to perform it within its prescribed time. Whoever wakes up after sunrise, despite having taken means to wake up, bears no sin. However, it is obligatory for him to make up the prayer in both cases.
