All that is mentioned in the Qur’an is the word of Allah. As for what is narrated from another person, it is a نقل (transmission) of the meaning of the speech, not its exact wording. Al-Suyuti reported from Ibn Jinni that everything that came in the Qur’an from non-Arabs of past generations is an Arabization of their meanings, not their actual words. He cited the verse: (They said, “Indeed, these two are magicians who want to drive you out of your land with their magic and do away with your exemplary way [of life]”), explaining that this eloquence was not in the language of non-Arabs.
