What is the meaning of "the implication of the words of Allah Almighty"?

The Qur’an is the speech of Allah Almighty, and it is an uncreated attribute of His. Its words, letters, and meanings originated from Him and will return to Him. Allah spoke it, Gabriel heard it, and it was revealed to Muhammad, peace be upon him. Whoever says it is created is a disbeliever. As for the saying that the Qur’an is an expression of Allah’s speech, or a narration of Allah’s speech, or the meaning of Allah’s speech, or the indication of Allah’s speech, it is a false and innovated statement that none of the Salaf (pious predecessors) ever uttered. Rather, Ahl al-Sunnah wa al-Jama’ah believe that the Qur’an encompasses both the wording and the meaning. So, the Qur’an is a name for the Arabic Qur’an, both its wording and its meaning. The belief of Ahl al-Sunnah wa al-Jama’ah is that the Qur’an is truly the speech of Allah, its letters and meanings, revealed and uncreated, from Him it originated and to Him it will return. It is the speech of Allah wherever it is recited and wherever it is written. This applies to all of Allah’s books.
