Is it permissible to apply al-Wala wal-Bara' (loyalty and disavowal) between a believing Muslim and a sinful Muslim, or between a sinful Muslim and a disbeliever of good morals?

It is permissible to hire a disbeliever (kafir) or a disobedient Muslim (Muslim 'asi), and to conduct buying and selling transactions with them. However, it is preferable to deal with a just Muslim, seeking their benefit and showing kindness to them. A disbeliever must be shown enmity, even if they treat you well. A Muslim must be shown loyalty, even if they wrong you. Thus, love, hatred, loyalty, and enmity are determined by a person's adherence to the religion. If a person combines both good and evil, they are shown loyalty and rewarded to the extent of their good, and shown enmity and punished to the extent of their evil.
