Is it permissible to shorten the prayer without combining it when one is about 100 km away from Riyadh on a desert outing and the weather is cold?

If the mentioned distance is calculated from the departure point of the populated area of Riyadh city, then it is a travel distance, and you are permitted to combine the Dhuhr and Asr prayers, and the Maghrib and Isha prayers, with shortening. Some jurists hold the view that a traveler should only combine prayers if he is actively in motion, but the fatwa (definition) we adhere to is that he is permitted to combine prayers absolutely as long as he is a traveler.
