Is it permissible to shorten and combine prayers, or combine without shortening, for one who works in a remote area 220 km away, and stays there from Sunday to Thursday morning, then returns to Riyadh for the weekend, knowing that he has accommodation in the remote area for four years? And if that is permissible, where would the shortening and combining take place, in Riyadh or in the remote area?

If you pray 20 prayers or fewer at your workplace, you are permitted to shorten your prayers (qasr) and avail yourself of the concessions of travel. However, if you pray 21 prayers or more, you are not permitted to shorten them, as the ruling of travel ceases to apply, according to the Hanbali school of thought. The Shafi'is and others hold that you may shorten your prayers as long as you do not intend to reside for four full days, excluding the days of arrival and departure. There is no harm in adopting this view, so you may shorten and combine your prayers at your workplace, though refraining from combining them is better. Upon your return to Riyadh, if it is your place of residence, the ruling of travel ceases to apply to you, and you are not permitted to shorten or combine prayers.
