Is it permissible to dedicate the last ten nights of Ramadan to supplication in the final third of the night, especially for one in need and distress, seeking to attain Laylat al-Qadr?

The time of the last third of the night is a time when supplications are answered, as in the hadith: "Our Lord, Blessed and Exalted, descends every night to the lowest heaven when the last third of the night remains, saying: Who is calling upon Me that I may answer him? Who is asking of Me that I may give him? Who is seeking forgiveness from Me that I may forgive him?" It is a time for answered prayers, and there is no harm in seeking to supplicate during it, while being diligent in praying the night prayer and seeking forgiveness at dawn, for seeking forgiveness is one of the greatest means of helping to relieve distress.
