Is it permissible to give zakat to a needy brother studying abroad?

It is permissible to give Zakat to a brother if he is poor and does not have sufficient income for his essential needs and study expenses, and if he is occupied with what benefits himself or the Muslims. Scholars have permitted giving Zakat to a poor student of knowledge who cannot combine seeking knowledge with earning, for the purpose of purchasing necessary books for his studies.
