It is permissible to give to a poor and needy brother who has no source of income and cannot provide for himself, as the Prophet, peace and blessings be upon him, said: "Charity given to a poor person is charity, and to a relative, it is two: charity and maintaining kinship ties." However, if the brother is able to earn a living, or if his father is well-off and provides for him, then it is not permissible to give zakat to him.
