Is it permissible for non-Muslims to openly eat and drink during the daytime in Ramadan in a Muslim country?

It is not permissible for those in authority to allow the public display of eating and drinking during the daytime in Ramadan for anyone, whether Muslim or non-Muslim, as this violates the sanctity of the month. Scholars have explicitly stated this, and some jurists have even gone so far as to say that it is not permissible for a Muslim to give water to a Dhimmi (non-Muslim living under Islamic rule) during the daytime in Ramadan.
