The answer

Masturbation is forbidden, and one must repent from it. Ghusl (ritual bath) is not obligatory unless it results in the emission of semen, based on the Prophet's (peace and blessings be upon him) saying: "Water (Ghusl) is only from water (semen)." If semen is not discharged, or if one feels its movement but it is not discharged, then Ghusl is not required according to the majority of scholars. However, if semen is discharged after one feels its movement, then Ghusl is obligatory.
