The answer

The Muslim woman is required to cover herself and not display her adornment to anyone other than her husband and unmarriageable kin (mahram), based on the Almighty's saying: "And not expose their adornment except to their husbands..." (Verse). There is no objection to a woman adorning herself, provided that she does not display it to non-mahram men or to any mahram from whom she fears temptation. If she is certain that no man will see her, and the attendees at her brother's wedding are all women, then there is no objection to wearing makeup. As for the clothing she wears when appearing before men, it must cover her entire body, including her face and hands, according to the preponderant opinion. It should also not be an adornment in itself, be thick (opaque) so as not to reveal, be loose so as not to describe the body, and not be perfumed or scented.
