What is incumbent upon one who intended to perform 'Umrah and donned the ihram garments, but was then unable to complete the 'Umrah due to insufficient funds?

Merely returning home during the 'Umrah ihram does not necessitate anything; however, the person remains in a state of ihram and must complete the 'Umrah by going to the Sacred Mosque. If the pilgrim in ihram removes the ihram garments and wears tailored clothes knowingly, he has erred and must remove the tailored clothes and put on the ihram garments again. He is also liable for a fidyah (expiation): sacrificing a sheep, or fasting for three days, or feeding six needy persons.

If completing the 'Umrah becomes impossible, then if the pilgrim in ihram had stipulated at the time of ihram that his release would be wherever he was detained, he may exit the state of ihram without any penalty. If he did not stipulate this, he must exit the state of ihram as one who is prevented (muhsar), by performing three things in order: intention, then sacrificing a hady (an animal from the livestock that meets the conditions), then shaving or shortening the hair. The hady should be sacrificed at the place of prevention or one can appoint someone to sacrifice it in Makkah. If he is unable to provide a hady, he must fast for ten days.
