Is there a requirement for women to lower their gaze in the presence of other women?

It is permissible for a woman to look at the entire body of another woman, except for what is between the navel and the knee. This is considered 'awrah (private parts) and it is absolutely impermissible to look at it, based on the Prophet's (peace and blessings be upon him) saying: "A woman should not look at the 'awrah of another woman." It is a condition for the permissibility of looking at what is not 'awrah that there be no lust and no fear of temptation.
