What is the ruling on sodomy between two consenting individuals, and does it necessitate Qisas (retaliation in kind)?

Sodomy is a heinous sin and a major transgression. Its prescribed legal punishment is stoning to death for both the perpetrator and the one upon whom it is perpetrated. However, this punishment is only established through confession or the testimony of four upright witnesses. Furthermore, only the Muslim ruler or his deputy may carry out this punishment.
