The answer

Tawaf is a pillar of 'Umrah, and purity from menstruation and postnatal bleeding is a condition for it according to the majority of scholars, based on the Prophet's (peace be upon him) saying to 'Aisha: "Do what a pilgrim does, except do not circumambulate the House until you become pure." The Hanafis, however, hold that purity is an obligation, not a condition, and whoever circumambulates while impure must offer a sheep.

If a woman menstruates before Tawaf, she should wait until she becomes pure and then perform Tawaf, or remain in her state of ihram and return later. If returning is impossible or difficult for her, she is permitted to perform Tawaf while menstruating and offer a sheep, based on Allah's (the Most High) saying: "So fear Allah as much as you are able," and "Allah does not burden a soul beyond its capacity," and on the principle that conditions and obligations are waived due to inability. Ibn Taymiyyah and Ibn al-Qayyim, however, are of the view that offering a sacrifice is not obligatory in this case.
