Is it permissible for an employee who finds no work to do during official working hours to go home early before the end of the workday?

Official working hours belong to the employer. The employee is not permitted to occupy these hours with anything else, or to leave, or to sleep, except with valid permission from the employer, whether there is actual work to be done or not.
