Please inform me, is it permissible to offer the funeral prayer for one who has committed suicide?

Killing oneself is a major sin. However, a person who commits suicide does not, by doing so, leave the fold of Islam. Therefore, they should be washed, shrouded, prayed over, and buried with the Muslims. Nevertheless, it is from the Sunnah (definition) for some virtuous individuals to refrain from praying over them, as a deterrent to others who might consider such an act, just as the Prophet, peace and blessings be upon him, refrained from praying over a person who committed suicide and one who misappropriated from the spoils of war.
