Is it permissible to give Zakat al-Fitr in a country other than the country of residence?

The basic principle is that Zakat al-Fitr follows the person, so it should be given out in the country where one resides. However, it is permissible to transfer it to another country for a compelling benefit. It is also permissible to appoint an agent to give it out on one's behalf. It is not permissible to delay giving it out past the Eid prayer, except for a valid excuse.
