Is zakat al-fitr obligatory for an unmarried girl residing in a foreign country with few Muslims, knowing that she has recently settled in this country? And to whom should zakat be given in a country whose inhabitants are Christians, atheists, and Buddhists? Or is it permissible for her father to give it on her behalf in her home country?

Zakat al-Fitr must be given on behalf of oneself to the poor Muslims in the country of residence, and it is not permissible to give it to disbelievers according to the majority of scholars. If there are no poor Muslims, it is permissible to transfer it to another country, and one can delegate family members in the home country to give it out. Whoever resides in a place and the sun sets on the last day of Ramadan while they are there, should pay Zakat al-Fitr in that place.
