Is it permissible to supplicate with the words: "O Allah, O You Who does whatever You desire, if You do not wish to guide so-and-so, then break him, O Breaker of the tyrants"?

It is permissible to supplicate against the oppressor to the extent of their injustice. However, if one exceeds this in supplication, it becomes an aggression. One should not supplicate against them with something not necessitated by their transgression, such as supplicating against their children or family, or for them to fall into sin, or to suffer physical torments greater than what they deserve, due to the Almighty's saying: (So, whoever has transgressed against you, then transgress against them in the same measure as they have transgressed against you). It is permissible to make the supplication conditional upon Allah's will and knowledge, such as saying: "O Allah, if You do not intend his guidance, then take vengeance upon him," provided he deserves it, as was understood from the supplication of Musa (peace be upon him) against Pharaoh. Conditioning supplications with stipulations is considered religiously established in various instances.
