Is it necessary for one who performs Hajj on behalf of a deceased person to perform the Farewell Circumambulation (Tawaf al-Wada') on behalf of the deceased, and is there a fidyah (expiatory payment) upon him if he does not do so, and does the method of Hajj differ for the people of Makkah compared to others?

The Farewell Circumambulation (Tawaf al-Wada') is obligatory for everyone who intends to depart Makkah after performing the rituals, whether they are residents of Makkah or not. This is based on the general statement of the Prophet, peace and blessings be upon him: "Let no one depart until his last ritual is with the House (Kaaba)."

As for the sacrificial animal (Hady) (the blood offering for Tamattu' and Qiran), it is not obligatory for those who are residents of Al-Masjid Al-Haram, whether they perform Hajj for themselves or on behalf of others. This is based on the Almighty's saying: "That is for him whose family is not in attendance at Al-Masjid Al-Haram."

A resident of Makkah is not required to perform the Farewell Circumambulation unless they travel after Hajj. They are also not required to offer a Hady for Tamattu' or Qiran, nor are they required to perform the Circumambulation of Arrival (Tawaf al-Qudum). As for the rest of the Hajj rituals, the people of Makkah are like others.
