Is it obligatory to give Zakat al-Fitr now if its time has passed due to being busy?

Zakat al-Fitr must be given before the Eid prayer. If it is not given at its due time, it is not waived; rather, it must be given even if it is after the prayer. This is because an obligatory act of worship is not forfeited if its time passes due to an excuse; instead, it is performed once the excuse is removed, in accordance with the hadith: "Whoever forgets a prayer, let him pray it when he remembers it, for there is no expiation for it except that."
