The employee is a private hire, and their services during work hours are owned by their employer. Therefore, they must fulfill the contract, as Allah Almighty says: "O you who have believed, fulfill [all] contracts," and as the Prophet, peace and blessings be upon him, said: "Muslims are bound by their stipulations." The employer has the right to deduct from their salary proportionally to the time they were absent. Their absence to perform work for the state is not permissible without the employer's permission. They must repent and adhere to the work schedule according to the terms of the contract.
