What is the authenticity of the hadith: "Ramadan has come to you, a month in which Allah encompasses you, and in it mercy descends, sins are cast off, prayers are answered, and He boasts of you to His angels. So show Allah goodness from yourselves, for indeed, wretched is he who is deprived of Allah's mercy therein"?

The aforementioned Hadith, "Ramadan has come to you, a month in which Allah encompasses you..." is a fabricated and forged saying attributed to the Prophet, peace and blessings be upon him, because it contains Muhammad ibn Qays, who was a liar.

It is replaced by the Hadith of Abu Hurayrah, narrated by Al-Nasa’i and Ahmad: "Ramadan has come to you, a blessed month. Allah, the Mighty and Majestic, has obligated its fasting upon you. In it, the gates of the heavens are opened, the gates of Hellfire are closed, and the rebellious devils are chained. For Allah, there is a night in it that is better than a thousand months. Whoever is deprived of its goodness has indeed been deprived." This Hadith is a basis for the permissibility of people congratulating each other on the month of Ramadan, just as congratulating on religious and worldly blessings is legislated and there is no harm in it, based on the congratulation of Ka'b ibn Malik upon the acceptance of his repentance.
