Does Zakat apply to a sum of 15,000 Euros saved from a monthly grant of 1,585 Euros after a year has passed, and how much Zakat is obligatory to pay, and is it permissible to give it to those affected by the Libya disaster?
Zakat becomes obligatory on wealth if it reaches the nisab (minimum threshold) and a hawl (one lunar year) passes over it. The hawl begins from the day the saved wealth reaches the nisab. The nisab for paper currency is equivalent to 85 grams of gold or 595 grams of silver. The amount of zakat that must be given is 2.5% (one-quarter of a tenth). One must determine the time at which the nisab was attained to pay zakat when its hawl is due. As for what is saved thereafter, it has two rulings: either it is subject to zakat with an independent hawl, or it is combined with the first hawl for simplification. The recipients of zakat are the eight categories mentioned in the verse from Surat At-Tawbah: "Indeed, sadaqat (charities) are only for the poor and the needy and those employed to collect [zakat] and those whose hearts are to be reconciled and for freeing captives and for those in debt and for the cause of Allah and for the wayfarer - an obligation [imposed] by Allah. And Allah is Knowing and Wise." Zakat is paid to the eligible recipients in the country where the muzakki (zakat payer) resides. If there are no eligible recipients there, it is permissible to transfer it to another country where there are needy people or to authorize someone trustworthy to distribute it.
