Is Zakat obligatory on money saved from financial assistance provided by the state, and is it permissible to give charity from it?

Zakat is obligatory on saved money from aid if it reaches the nisab (85 grams of gold or 595 grams of silver) and a full lunar year has passed over it. Its amount is a quarter of a tenth (2.5%). Zakat is not waived because it is a grant, or because its owner is unemployed or a student. Charity from it is also permissible, whether it reaches the nisab or not.
