The previous fatwa did not rule the salary to be unlawful (haram). Rather, it was a recommendation of voluntary piety (wara') to spend this money in the way of Allah Almighty. It is possible to combine the intention of charity with the intention of precaution and piety, not with the intention of getting rid of unlawful money.
