Exceeding the speed limit in a car, leading to the death of a Muslim, necessitates paying Diyyah (blood money) and offering Kaffarah (expiation). The Kaffarah involves freeing a believing slave. If none is available, then fasting for two consecutive months (sixty days) is required. If one is permanently unable to fast, then feeding the poor is an option. One who is temporarily unable to fast should wait until they regain the ability to fast. The Diyyah is obligatorily borne by the 'Aqilah (the male agnates of the killer). If they are non-existent, it is paid from the public treasury (Bayt al-Mal). If that is also unavailable, then it is paid from the killer's own wealth, unless the victim's guardian absolves him.
