It is not permissible for a woman to accept marriage from a man who drinks alcohol or uses drugs, or who abandons prayer. Her guardian must prevent her from doing so, even if she agrees, because this leads to corruption in religion and character. Sheikh Ibn Uthaymeen stated the obligation of a guardian to prevent his daughter if she consents to a person who is not religiously competent.

As for a man proposing to a woman who is already engaged, the general rule is prohibition unless the first suitor gives permission or abandons the proposal. This is agreed upon by the imams. However, if it becomes certain that the woman must break off the engagement, and she does so, then it is permissible for another man to propose to her. Indeed, some scholars have permitted a man to propose to a woman who is engaged to a dissolute person, such as a drug user.

It must be emphasized that establishing a relationship between a man and a woman outside the framework of legitimate marriage is forbidden.
