Does Allah Almighty’s saying, “The Most Merciful [Allah] rose over [or established Himself above] the Throne” mean that He, Exalted is He, is in every place?

Allah Almighty's saying: (The Most Merciful [Allah] rose over [is on] the Throne) [Taha: 5] affirms the attribute of Istiwa' (rising over). The Salaf (pious predecessors) interpreted it as elevation and rising, while negating our knowledge of its modality. Therefore, it is obligatory to believe in this and to abandon all other conflicting interpretations.
