It is permissible to give an brother from zakat funds if he does not possess enough for himself and the needs of his dependents, such as food, drink, clothing, and the like, and if his mother does not provide him with sufficiency due to her inability or refusal. In fact, he is more deserving than others, based on the Prophet's (peace be upon him) saying: "Charity given to the poor is one charity, but charity given to a relative is two: charity and maintaining kinship ties." However, if the brother is not in need of sufficiency, then it is not permissible to give him zakat.
