It is permissible to give to a poor brother who does not possess enough to meet his basic needs, is unable to earn a living, or whose income is insufficient for his usual expenses. In fact, giving Zakat to deserving relatives is more meritorious than giving it to others, as the Prophet, peace and blessings be upon him, said: "Charity given to the poor is charity, and to a relative, it is two: maintaining kinship ties and charity." Voluntary spending on a brother does not preclude giving him from Zakat, so long as he is eligible.
