Is it permissible for parents who neglect their children's care and Islamic upbringing to have children?

The husband's neglect of his children, or his failure to raise them in an Islamic manner, or the anticipation of such in the future, is not a legitimate impediment to procreation. It is not permissible for a woman to refuse to procreate for this reason, especially if the husband desires a child; for it is his right. She should remind him of his duties towards his children, citing Allah's saying: "O you who have believed, protect yourselves and your families from a Fire whose fuel is people and stones, over which are angels, harsh and severe; they do not disobey Allah in what He commands them but do what they are commanded" (Quran 66:6), and the Prophet's (PBUH) saying: "Each of you is a shepherd, and each of you is responsible for his flock." Raising children is a shared duty between spouses, and the mother's role in it is greater. She must fulfill her role in raising her children and try to convince the father to fulfill his role. Even if he abandons it, she should not abandon this duty.
