If you know or strongly believe that the flow of urine will stop for a sufficient time to perform ritual purity (wudu) and prayer, then wait for that time and pray during it, even if you miss the congregational prayer. However, if you do not know that it will stop for a sufficient time, or if it stops sometimes and not at other times, then perform ablution after the prayer time begins, take precautions (e.g., use a protective pad), and pray with that ablution as many obligatory and supererogatory prayers as you wish until that prayer time ends.
