The answer

It is not permissible for a woman to apply makeup in front of non- men while her face is uncovered. Rather, her composure and fear of Allah should lead her to refrain from doing so. It is not permissible for her to show her face in times of fitnah, even without makeup, so what then about using adornment? If Allah Almighty commands elderly women who are past childbearing age not to display adornment, saying: {And that they refrain [from asking] is better for them}, then what about someone who is in her forties? Displaying adornment is to adorn oneself with what is not customary to adorn oneself with openly, such as whitening the face or applying rouge.
