If the questioner entered into ihram for the first umrah, performed tawaf and sa'i, but did not shorten her hair out of ignorance, then she remains in her state of ihram. She must take from her hair with the intention of exiting ihram. She is not required to return to Mecca, and the dam (sacrificial offering) is waived for her if the delay in shortening her hair was due to ignorance or forgetfulness. As for the ihram for the second umrah, it is not valid because she is still in ihram from the first umrah.
