Belief in divine decree (Qada’) and destiny (Qadar) is not limited to Allah's knowledge and His inscription, but also includes His Will (Mashī’ah) and Creation (Khalq). Will means that whatever Allah wills comes into being, and whatever He does not will does not come into being. Creation means that Allah is the Creator of all things, including the actions of His servants, as He states: {While Allah created you and that which you do.} [Surat As-Sāffāt 37:96].
