Is there a circumambulation of arrival (tawaf al-qudum) for a resident of Mecca, and is it permissible for him to advance the ritual of Sa'y over the remaining rituals of Hajj?

The "Tawaf al-Qudum" (circumambulation of arrival) is specific to those coming to Mecca from outside for Hajj, and it is inconceivable for a resident of Mecca to perform it, because they have not "arrived." If a resident of Mecca enters into ihram from the Haram, then according to the majority of scholars, they must delay the Sa'y until after the Tawaf al-Ifadah. However, some early Muslims (Salaf) and some contemporary scholars permit performing the Sa'y before the Tawaf.
