If a Muslim intends to perform Hajj while traveling for work in Jeddah, but he may not be able to complete the rituals due to work circumstances, should he enter into a state of Ihram from Jeddah, or should he return to the Miqat?

If you pass the Miqat without the intention of performing Hajj, and then decide to perform it while in Jeddah or elsewhere, you should enter into ihram from your current location. You are not required to return to the Miqat. Sheikh Ibn Baz said: "Whoever comes to Makkah intending Hajj if it becomes easy for him, and then it becomes easy for him and he decides to perform Hajj, he should enter into ihram from his current location, whether he is inside the Miqat boundaries or in Makkah." However, whoever passes the Miqat with the intention of performing Hajj is required to enter into ihram from there, based on the Prophet's (peace and blessings be upon him) statement: "(These Miqats) are for them and for those who come upon them from other than their people, among those who intend Hajj and Umrah. And whoever is closer than that, then his ihram is from where he originates, even the people of Makkah from Makkah."
