What is the ruling on a man teaching a woman the Qur’an in the presence of another woman with her, and is it preferable for a woman to receive Qur’anic instruction from another woman like herself?

There is no disagreement that it is preferable for a woman to learn the Qur'an from a woman. If a proficient female teacher is not available, it is permissible to learn from a man, provided certain conditions are met: the woman must cover her body, she must not speak in a soft, alluring tone, there must be no khalwa (definition) (seclusion) (meaning a mahram (definition) must be present or a group of women), and both parties must lower their gaze. Furthermore, the absence of fitna (temptation) must be assured; otherwise, it is forbidden.
