Allah Himself undertook the division of Zakat and did not leave it to any of His creation, as He states: (Indeed, [prescribed] charitable donations are only for the poor and the needy, and those who work on [collecting and distributing] them, and those whose hearts are to be reconciled, and for [freeing] captives, and for those in debt, and for the cause of Allah, and for the wayfarer; [this is] an obligation from Allah. And Allah is Knowing and Wise.) [At-Tawbah: 60].

Thus, whoever belongs to one of these eight categories is permitted to receive Zakat; otherwise, they are not.

The poor (al-Fuqara'): One who has nothing or does not find half of what suffices their needs. The needy (al-Masakeen): One whose income exceeds half of what suffices their needs but does not fully cover them. The wayfarer (Ibn As-Sabeel): A traveler who has nothing to return to their country with; they are given what will enable their return.

If a resident has income or saved wealth that suffices them, then it is not permissible for them to take from Zakat, due to the saying of the Prophet (peace and blessings be upon him): "Charity is not permissible for a wealthy person." If their income is insufficient, then it is permissible for them to take from Zakat what meets their needs, generally for a year, or they may be given what enables them to purchase property or equipment to utilize if they are capable of utilizing it well.
